PEMBROKE PINES, Fla. (CBS12) — A man from Boca Raton is charged with lewd and lascivious molestation, and exposing his sexual organs, after he was arrested outside a Broward County mall.
Pembroke Pines police said officers responded to the Pembroke Lakes Mall on Tuesday afternoon, “regarding reports of lewd and lascivious behavior. Our investigation determined that an unknown male exposed his [aroused body part] while inside of the mall’s food court, and touched the buttocks of a 10-year-old child who was standing next to her family.”
According to the arrest report, “The male was described as wearing green boxers with red shorts dropped down and strawberry blonde hair. A second call came in and dispatch advised via police radio that the caller stated the male exposing himself had groped an eight-year-old girl.”

The officer wrote, “[The victim] stated that while she was waiting for her food, she felt someone ‘graze’ her leg and up onto her butt area. The touch began on mid-thigh and rubbed up to the bottom of her denim rompers that sat in her glute area. [The victim] demonstrated the touch. [The victim] stated she felt scared and was in shock. She stood still and watched her sister begin to yell at the male as he walked by her.”
Their mother “stated she saw the male walking up and towards her direction. The male had a shorts dropped, and the front of his boxers (underwear) opened. The open area of the boxers exposed his [body part]. [She] stated her [17-year-old daughter] also saw the male’s [body part].
“While speaking with the victims, a male matching the suspect’s description was located on the bus stop at 114th Avenue and Pines Boulevard (just outside the mall).”
He was identified as 42-year-old Julian Lambert.
The report said the mother and daughters all positively identified him.
Officers added, they were able to see everything on security video.
A judge has not yet set bail.
