Man tells 4-year-old girl ‘You don’t know what love is’ before indecent exposure arrest

DELRAY BEACH, Fla. (CBS12) — A mother and daughter’s trip to the pharmacy started with seeing something lewd and lascivious, and a 63-year-old man is under arrest.

Delray Beach police said the pair went to the Walgreens on Congress Avenue on Sept. 24.

According to the arrest report, the mother said, “There was a [man] wearing a black T-shirt and gray sweatpants standing by the front door.

“[The mother] stated that the subject came up to them and began looking at her daughter, saying, ‘you don’t know what love is, little lady,’ while pulling down the front part of his sweatpants and displaying his penis to them.

“[The mother] stated that she told the subject to stay away from them and walked inside the Walgreens, where she called the police.

“[The mother], while she was on the 911 call, was giving live updates on where the subject was walking by, keeping an eye on the subject.”

When police arrived, she pointed at Carlvin Marcelle across the street.

The arrest report said, “Marcelle was acting belligerent and uncooperative by yelling and cursing at the officers as I was trying to read him his Miranda warnings.”

Marcelle was charged with lewd or lascivious exhibition on a victim less than 16 years old.

He was booked on Sept. 24th at 2:03 p.m. Bail was set at $5,000 and he has not been released from the Main Detention Center.

That was actually Marcelle’s fourth arrest in Palm Beach County in the past year, and his third at that Walgreens.

On March 20, police saw him holding a crack pipe and a white rock. He was charged with possession of cocaine, possession of drug paraphernalia, and trespassing.

Marcelle spent 13 hours in jail and was put on supervised release.

On June 1, authorities said he stole a $20 bottle of Aleve from the same Walgreens.

That arrest report said Marcelle told police “he had a headache and handed me the Aleve that he took from the store from his backpack.”

He spent a day in jail and was put on supervised release.

On Aug. 6, he was booked for failure to appear.

Then, on Aug. 28, Marcelle was arrested for trespassing at the same Walgreens.

Police said he was “panhandling and harassing customers” after getting a trespass warning.

Marcelle was also charged with violating the terms of his supervised release.

He spent three weeks in jail and was released just five days before the lewd or lascivious event.
