ST. CLOUD, Fla. – A man is facing two felonies after series of concerning scenes at a construction site, and it wasn’t the first or second time the suspect has faced charges.
The arrest report started by noting officers “were called to the construction site” in Florida twice in recent weeks — on Oct. 28 and again Nov. 2 — “in reference to the same subject who was openly masturbating on a public road,” but the report did not contain details on either occasion.
The third event, on Nov. 4, was different.
The caller “was working at the construction site when he visually observed the same [man] from the previous calls,” the arrest report said, “openly masturbating and exposing himself next to his vehicle.”
He called police and told the female officer who arrived, “He observed a heavyset white male standing by his vehicle masturbating.”
The suspect, Anthony Joseph Dubois, is listed as 5’11” tall and weighing 200 lbs.
“[The caller] advised he was able to get a picture of the vehicle,” the report continued, and “advised the same white male has been seen in the past along the fence line of the construction site exposing himself and masturbating in public.
“[The caller] advised a video was recorded of the subject in October of him masturbating and exposing his penis in the neighborhood.”
That alleged Oct. 14 incident, which would make this Dubois’ fourth time, earned him “a separate incident report,” with a second criminal charge.
The cop “was called back” about two hours later when the same man reportedly “returned to the area to masturbate.
“Upon the [suspect’s] arrival to the area, officers in an unmarked vehicle were able to positively identify the vehicle due to the information relayed by the complainant. Officers were able to identify the license plate of the vehicle to be … registered to an Anthony Dubois with the last known address …
“Upon watching the video earlier in the morning, I was able to positively identify the registered owner of the Kia Forte to be the man in the video who was openly masturbating in public.”
Dubois wasn’t arrested that day, but the next morning, “License plate reader cameras hit on Dubois’ vehicle [and] further patrol of the area found that Dubois’ vehicle was left in [a tire business] parking lot.”
Employees told police “that Dubois had left in an Uber and would return at some point today” and he did, and was arrested, before 6 p.m.
“Dubois was asked where he was on 11/04/2024,” the officer wrote. “Dubois advised he was in the area of [a contracting business] due to him working close in the area with [his employer]. Dubois described the area of which he had his lunch,” which the officer said “appeared to be the same area described by [the complainant].”
Then, the details, as told by the police officer.
“Dubois advised that he has a ‘fetish of masturbating’ without getting caught,” the arrest report said. “Dubois advised that he was listening to music in his car when he began to masturbate. Dubois then admitted to getting out of his vehicle and continuously masturbating outside in a public open space. Dubois stated he relieved himself while outside of the vehicle and then got back in, where he then finished his lunch and left.
“Dubois stated he had committed the same act approximately a month ago as well in the same area; however, could not recollect the exact date. Based on the previous statement, it is believed that Dubois was referring to the event that occurred on Oct. 14, 2024.
“Dubois stated when he commits the act, he attempts to go to a place during his lunch break that is not the property of his workplace, then turns on music and begins to masturbate.
“While interviewing Dubois, he also stated he had been caught and arrested years ago for watching a couple having sex in their vehicle and masturbating while watching them.
“Utilizing law enforcement resources, I was able to find that Dubois had been charged in 2015 by the University of Central Florida Police Department for indecent exposure. The report stated that Dubois had been seen masturbating in public for approximately two to three minutes. …
“Next, I further found Dubois had charges against him on acts of lewd and lascivious behaviors by Orange County Sheriff’s Office. The report stated that Dubois dropped his pants, exposing his erect penis, in front of the victim and then started masturbating in public.”
Dubois, 56, was charged with two sex offense counts of exposure of sexual organs-second or subsequent act, which is a third-degree felony.
He has separate cases with different judges, and was released from jail in lieu of $1,500 on each count.
